“Program Fees” means additional amounts charged to students in select singular degree programs within colleges, schools, or departments, including honors colleges or programs, that do not fit into the tiered college fee structure.

Only graduate and professional programs are eligible to submit Program Fee (PF) proposals.
- All PF proposals (including new proposals, changes exceeding the ABOR-approved growth rate, and modifications within the approved growth rate) must be submitted by August 1, 2026.
Approved fees will take effect in Fall 2027 or later terms, based on approval through the Arizona Board of Regents fall cycle. Fee implementation for any term before Fall 2027 is no longer available.
Academic Fee Request Forms
All academic fee proposals—including new fees, increases exceeding the Arizona Board of Regents-approved growth rates, and modifications within approved growth rates—must be submitted using the appropriate request form with all required documentation.

- Form #11 – Academic Fee Modification Request (for changes within approved growth rates)
These forms require additional attachments, including the budget template, market pricing comparison, and applicable ABOR Forms.

New Academic Programs Requiring a Program Fees
When proposing a new academic major that may include a program fee, units must submit two separate proposals (using the forms listed above) and complete the New Academic Programs requirements. The same applies to the Modification to Programs. These processes are independent and required if a fee is anticipated.
